The youth unemployment problem from the perspective of Professor José García Montalvo

José García Montalvo, Department of Economics and Business Professor at Pompeu Fabra University, made the opening speech of the IX FemCAT Forum on youth unemployment. In his speech, The youth unemployment and structural unemployment, stressed that in Spain not only there is youth unemployment but is a widespread problem. Montalvo remarked that there is nothing new in recent data on unemployed young Spaniards and, therefore, any strategy to combat it must be based on reforms that modify the main institutions labor market.

“The university students have not had it easier than the rest,” said the professor. On the other hand, explained that there is a mismatch between education and employment. In addition, for some time there has been a high level of overqualification and the qualification data shows that young people overqualification increases with the level of education, except in higher levels (postgraduate or master and doctoral).

José García Montalvo presented three policy options that could be implemented to reduce youth unemployment: reducing the percentage of students who leave school early, reducing the imbalance between supply and demand competences and solve transition problems between the educational system and the labor market.

Then stressed that education is key and that “teacher quality directly affects the quality of education.”

Finally, Montalvo pointed out that there is a fundamental problem, which is the disregard of science in shaping policies to solve the problems and evaluate policies to know what works and what does not. Exemplified by explaining that computers have been provided to students without any evidence that it has a significant impact on learning. In fact, he commented that even in some studies it was found to have a negative effect. In addition, Montalvo noted that this disparagement is also evident in research funding.
